I have the same problem originally with a ryzen 3 3200 on a Asus prime b450 so I changed the board to a Asrock b450m pro with the same cpu but still no luck, the only things attached to the board are the power cables and keyboard/mouse and a wifi adapter so no interference from misbehaving usb's I also tried another PSU but no luck so I'm waiting for a new cpu to see if that's the problem. I've tried with various flavour or linux and even windows 10 all to no avail

You need an OS, or critical components, that are newer than your hardware, if you want it to be supported. Support for the Ryzen 3 3200G apparently surfaced in kernel 5.3, so it's not likely supported with 19.3's 5.0 kernel. Try Ubuntu 20.04 or openSUSE Tumbleweed.

OK - I have tried Ubuntu 20.04 and I got a lot of timed out errors and then it ended with [ end Kernel panic - not syncing: Fatal exception in interrupt ]
I also found out that MX has an advanced hardware version (ahs version) that has the 5.4 kernel and that did not work for me either.
What else can I try? Or am I more than likely just spinning my wheels and give up on this board and try another board?

MX and Ubuntu exist on Debian foundations. Try something that is not, openSUSE Tumbleweed, Fedora 32 (scheduled for Tuesday release), Manjaro all have qualifying kernels.

I did eventually succeed in installing Ubuntu 20.04 although it still refuses to entertain windows 10. I wonder if it's a ram configuration issue, I'm using a single 8G DDR 4 2400mhz stick and I notice a lot of people using this cpu seem to be using dual sticks

I think most newer systems use (and many require) dual channel memory so I would suggest dual sticks.

When using a single stick instead of a matched pair, performance can suffer nearly 50% on a motherboard supporting dual channel RAM. Such things should have nothing to do with whether one can succeed with OS installation.

SUCCESS - was able to install OpenSUSE-Tumbleweed version - I think it mentioned having Kernel 5.6.4-1-default
So my build is good. I guess I need to get the MX team tell me how to get that Kernel into their advanced hardware version.
Thank you mrmazda for keeping me going and trying different versions.
