It turns out I was booting from GRUB in my Ubuntu partition instead of Debian's GRUB. I have copied Debian's grub.cfg file onto the Ubuntu OS and I was able to boot Debian Bullseye with kernel 5.10. Then I ran grub-install /dev/sda from Debian to switch to Debian's GRUB.

However, I still need to add nouveau.noaccel=1 as a kernel parameter. So no GPU acceleration with Debian Bullseye although I could do without this parameter and have GPU acceleration back in Debian Stretch. So I think there is a regression starting with Debian Buster and carried on to Bullseye.

Try Bookworm. If no improvement, report a bug. That way it might get fixed before Debian 12 gets released.

There are distros not based on Debian you could try. If Gnome is your cup of tea, try Fedora 35, where it's not just the default DE. Fedora is also IME the home base of most of Gnome's leading developers, and where most Gnome newness first appears in release form.
