No internet/USB 2 on Linux X86_64 on AMD FX-6300/Realtek GbE/AMD SB950
 
I recently built a new computer. After connecting my external HD with Ubuntu 13.04 amd64 to it, I found internet and USB 2 are not working. This problem only shows on my new computer, whenever I boot a Linux x86_64 OS. Linux i386 is fine.

Basic System Information:
CPU: AMD FX-6300
Mobo: Gigabyte 990XA-UD3
NIC: Realtek GbE
USB2 Controller: AMD SB950

OS's:
Linux i386: Ubuntu 12.04, Knoppix 7.2.0, Arch Linux (live) 201310
Linux x86_64: Ubuntu 11.10 (live), Ubuntu 13.10, Debian 7.2.0, Arch Linux (live) 201310
OpenBSD 5.3 amd64
Windows 7 64 bit

The problem is not:
- The hardware, since everything works fine on Linux i386
- The 64-bit modus, since OpenBSD and Windows 7 work well too
- The distro, since both Arch Linux and the Debian family show the same symptoms
- The drivers, since the Realtek r8168 proprietary driver didn't get internet up on Ubuntu 13.10 amd64

While searching, I found in my lscpu (both in i386 and x86_64) the following lines:

This is about 2 GHz less than expected for an AMD FX-6300, which I would consider a third hardware problem.

I have lots and lots of lists like these, but I cannot post attachments, being a new member, and I don't want to blow up the post even more. I have spent two weeks on this and I don't think I'll get any further myself. I guess there is a minor bug deep down in the Kernel, but I cannot understand enough of the source to find it. But the three hardware problems might just as well be completely unrelated. Please tell me what further information is needed to locate the bug. If necessary, I think I could compile patches into the kernel using my old (t)rusty laptop.

CPU is detected correctly on Ubuntu 11.10 amd64 and Ubuntu 12.04 i386 (at 3500 MHz), so this problem is probably unrelated and due to a more recent change in the Linux source code. Should I make a new thread for this one?
