New disk presentation allows sdb but not sda to be partitioned

Hi we have un-presented a SAN disk and re-presented the same LUN to a new install of Oracle Unbreakable as we wish to get a RAC cluster working. The local disk is a HP Smart Array, and platform a HP blade 480
The /dev/sda cannot be fdisked , although we can see it on the proc/partitions list

[root@tstesx12 usr]# fdisk /dev/sda
Unable to read /dev/sda

a dmesg|tail shows...
Buffer I/O error on device sda, logical block 0
sd 1:0:0:1: Device not ready: <6>: Current: sense key: Not Ready
Add. Sense: Logical unit not ready, initializing command required

end_request: I/O error, dev sda, sector 8

Would this be a SAN preseation issue or as we can use /dev/sdb then ignore the anomaly?

# uname -r
