i believe that you can't umount the root directory because you are on the root directory, you run programs from it, and the program that you would use to run the change partition size resides in the root directory, is the program telling you that you need to umount it???
I asked someone from work and he said that he doesn't believe its possible to resize the root partition, if it was just another ext3 parition then it would be possible, sorry to say but I think you may have to reinstall in order to partion/format/mount that drive =(
