Modifier keys + non-latin keyboard layouts

Hi, everybody!

I'm curious, how to make modifier keys (such as Alt and Ctrl) cancel the current keyboard layout (group?) while pressed, so that I can use my global shortcuts while keyboard is in, eg Russian layout?

Currently, if keyboard is in Russian layout, when pressing Ctrl+O in midnight commander sends Ctrl+<Russian-scha>. What I want is when Russian layout is active I should be able to use keyboard shortcuts consisting of modifier keys and latin letters.

I tried modifying xkb configuration files with no luck...
I use KDE, maybe there is such option anywhere?

Thank you for helping in advance!
