Exclamation Modem not dialing 877 or 888 numbers only


Ok I a weird modem problem. I have a US Robotics courier V Everything with dips 4,8 and 10 down. That dials long distance and local numbers just fine. However, I can't get it to dial 877 or 888 numbers. It is always busy. I have tried 1,877 ,1,877 1,,877 and it gets a no carrier or busy. Is there something special that needs to be done for 877 or 888 numbers? I am dialing through kermit using

set line /dev/ttyS0
set carrier-watch off
set speed 9600 Also tried 2400
C

ATE1Q0V1
ATDT 1,887#######


Has anyone run into this before?

I forgot to add that I did, of course, dial the numbers from the phone lines and check to see if it worked. I have tried this at two locations. Each using Suse 8.
