Missing CPU in /proc/cpuinfo

I have compiled 2.6.15.x server with Intel xeon 2.4xMhz with all the smp and HT option in the kernel, when boot with my new kernel. I am only getting one CPU in the cat /proc/cpuinfo. But when i boot with my old kernel which is 2.6.11 which gives me 2 CPUS. Does anybody know what has been changed and what am i missing in my kernel??

tried the following :

Does anybody know why am i missing other cpu in the cat /proc/cpuinfo
