I have a P2 400 mhz
192mb PC100 mhz ram .... on my system..
I have webserving, mysql and samba running most of the time.
For somehow.. my memory usage was around 95% of system.
and the Virtual memory does not get any used at all it's because of my memory is pc100 or this is just the way redhat was build.
Linux uses memory to cache things, after all free RAM is wasted RAM, if it ever starts to use the swap on a regular basis then you need to add another stick of ram, otherwise it's just working the way it was designed.
