Manually Initialising Modem

How do I manually dial a hardware modem?

I tried echoing command strings to /dev/ttyS2 but just couldn't get the modem to dial? I'm able to get a dial tone but no dialing sounds take place. Then the modem just hangs up. What I did was...

echo 'AT &F1 E0 V1 &C1 &D2 Q0 S0=0 &B1 &A3' > /dev/ttyS1
sleep 4
echo 'ATS7=60S19=0L0M1&M4&K1&H1&R2&I0B0X4' > /dev/ttyS1
sleep 4
echo 'ATDT12345678' > /dev/ttyS1

Am I doing something wrong here?

The init strings were taken directly from my Windows ModemCpl.txt
log files and I'm using an external US Robotics Sportster 33.6.
