Question linux locks up when usb mouse attached during startup. works fine when disconnected

I have a minor annoyance in linux. Everytime I boot into Redhat Fedora Core 1 with my Microsoft optical usb wheel mouse attached to a usb port the system will hang when it starts polling the hardware. If I dissconnect the mouse and reattach it after it gets past the point I know it'll lock up it works fine. I'm new to linux so I'm not really sure what information you need to help me diagnose the problem any insight you can offer would be appreciated. Thank you in advance for your assistance

my system is

athlon 2400+
msi KT4v Motherboard
via usb 2.0 controller
Microsoft wheelmouse optical usb
ati radeon 9200 vid card
