Linux console remains blank after HDMI cable unplugged and replugged in
Here's the scenario:
1. I boot up my computer which has kernel 5.15, while connected to HDMI, to the Linux virtual console (not X). All the text appears normal.
2. I unplug the HDMI because I need to use the monitor for something else, then I plug it back in.
3. I observe that the Linux console is blank/black and no amount of typing changes that. I also try changing virtual consoles (ctrl-alt-Fn) and this does not fix the issue.
Is this a known issue? Is there a fix for it?

Which Linux are you using and how old is your hardware and what hardware do you have? I have no problem doing what you tried with Slackware 15 and Ubuntu 20.04.

yes, which GPU model? I have a similar issue (Slackware64 15) and a Radeon RX 6650 XT with amdgpu F/OSS driver when hotplugging DP and HDMI - or just monitor power cycle. A RX590 and RX 5700 XT work fine, as do any of the Nvidia GPUs (proprietary binary blob).
There are some reports of hotplug / GPU DPM power management for the NAVI2 and newer GPUs.

I'm using a RISC-V board. It happens with two distros -- Armbian and another unnamed distro that is maybe based on Ubuntu. The GPU isn't supported yet, so there is no GPU driver. This is a framebuffer device problem as far as I can tell.
