I spent a minute searching for specs, but can't find that model.
I suspect that the RAM is soldered onto the board.

Well, that explains why uteck couldn't find what you're asking about, since you asked about the entirely wrong model.
And the answer is that it actually can be. It can have 2GB installed. The HP/Compaq manual says 1GB because that's the max DIMM size that 2 slots could hold when the model was released. But eventually 1GB modules were released, and according to multiple sources, they work just fine in the N610c to allow it to use 2GB.

The machine currently has 2 X 256 MB DDR 133MHz, PC2100S-2033 SDRAM 200 pin in it. No wonder it is so slow, supposed to have 266MHz in it. I have some PC2 5300S 200 pin that I can put in the slots. Will that damage anything? Looking for 2 GB kit, where to find.

No, DDR2/PC2 is not compatible with DDR. You'll need original DDR1. Such as this kit on ebay
Also, pc2100 = DDR266. 133 is the bus speed, but DDR sends on both the rising and falling side of the bus (unlike standard SDRAM that only sends on 1 of the 2), thus "double pumping" the effective bus speed, so it's got the proper speed ram in there. However, the AMOUNT will be a giant limitation.
