Legacy USB won't disable


Before I posted about getting grub to work with Legacy USB disabled (there was no way) but now after some testing Legacy doesn't seem to disable anymore, It says it's disabled, but all the menues and stuff that's not susposed to work just work. What's doing? Also the mouse and keyboard isn't working in the OS that needs Legacy turned off.
