Joystick is making an event device not js

I am using Suse 10.2. Sometimes my joystick installs correctly and sometimes it does not.

Why when I plug in my USB joystick does it usually install as a event device rather than a js device?

In by-id it always has this:
It says 'joystick' right in the name! Why does it not install as a js device?
