Unhappy Internet configuration In redHat 9

I just installed Redhat 9 over RedHat 7. The problem is that I can't go to the Internet. whenever I try to use kppp to dial it says "modem is busy". However I tried to go to System Tools --> Network it showed me a modem I pressed Activate button and it dialed but I still was not able to open any page or ping any IP address except my even if I put DNS IP address in my browser.
It worked with RedHat 7 but now it doesn't
Anybody has an idea?
