Internal modem setup

Hello I am trying to setup an internal modmem for faxing on Debian/etch and after running through "faxaddmodem" at the end it says it is trying to detect modem speed. Then I get this error: "unable to deduce modem speed." does this mean it is not detecting the modem? I phone cord hooked up, there is a dial tone.

Not necessarily; it more likely means the modem is too dumb to report its speeds.
What modem is it? Is it PCI? Is it a winmodem? Have you ever had the device working under Linux at all?

It is a US robotics 56k PCI modem. I have installed minicom and tried to dial out with it, and tried dialing into the modem it never picks up. I have 2 of the same modems and swapped them and have no luck with either.
