installation problem in

Hi to all, I had a problem while installing . I downloaded the file file and in that file i changed

i installed wgrib also. Then i changed the chmod 755 and i make it to execute. then i copied both wgrib and to /usr/local/bin/. this is procedure available in internet. Then i gave the below command .

[sksagar@sksagar Downloads]$ output.grib > ex.ctl
Big problem:
either output.grib is missing or not a grib file
wgrib is not on your path or can not write to /tmp/g16406.tmp (full disk or permissions)
[sksagar@sksagar Downloads]$

So help me to overcome this problem and how to install wgrib and properly.
