Are you sure that you touchpad is enabled? (Check the function keys perhaps.)

Are you absolutely sure that the touchpad is not just disabled eg via keyboard? Or with mouse plugged in perhaps?

Yes, absolutely sure . . When I switched kernels, I booted without my external mouse, just the computer by itself.
Same with the earlier kernel that was supposed to have a fix.
Only way to get my computer to work, is plug in my mouse BlueTooth adapter.

A bit more digging and I note that the MSFT0001:00 04F3:3140 TouchPad is impacted by the elants_i2c module, with many reports saying that blacklisting it is required to bring the touchpad to life. This is not possible with Ubuntu as it is compiled into the kernel as a built-in module. A workaround is described here...
