I know nothing about Vector linux distribution but I used eagle-usb driver for many years.
I never had problem compiling it.
You need to have the kernel source of your current running kernel. It must be configured to match it.
I noted some messages like:

These messages seem to show problems with your installation, and also suggest the way to resolve them.
Another point I wish to suggest: there is a newer version of the module eagle-usb-2.3.2
you should choose to install this one, I think, or even the new ueagle-atm module.
It is even integrated in the new 2.6.16 kernel, if you can compile it on your machine.
I use this one presently, and it works well for me.
