You will need to install dvdcss. Then re-compile xine.

Most commercial DVDs are encrypted with something called CSS (I think it's "Content Scrambling System"). To play these discs on a Linux system you need to install something called "libdvdcss". This is not included with many Linux distributions because on legal concerns.

I use Totem Media Player and once I install the libdvdcss RPM DVDs play fine. No configuration is needed.

You only need to recompile Xine if you can't find prepackaged versions of xine and libdvdcss for your distribution.
