It applies to wifi only. He should have no problem with cups on usb. He may have to download a ppd and it will always complain for the lack of a proprietary driver, but it works ok.

The answer is Yes.
After adding the printer, its 'Idle, Accepting Jobs and Shared'. However, it does not print. It kept saying that plugin is required. The State of the printer showed 'stopped' "filter failed". The list of ppd's for selection does not include foomatic.On the NUC which does not have hplip installed, the driver for printing is Foomatic/foo2zjs-z2. I have therefore removed hplip entirely and hope that when I upgrade to Mint 19.3, the ppd will be automatically bundled.

I would like to ask the following questions:
(1) Printer was defined in the NUC box as a shared ipp printer, does it need to be defined as 'shared' on the old machine in CUP?
(2) When adding the printer on the old machine, the URI will be its own url (ie 192.168.1.103)? and should the "shared" button be checked?
Answer to business_kid and michaelk's posts:
All the machines are on wifi. But the printer was previously plugged into the USB of the old (Xfce) machine so the laptop and fit-PC4 could print wirelessly. I notice that the printer has to be plugged into one box for other machines to be able to print. My Windoze laptop has no problem printing (a program was installed but can't remember what it was at least 5 years ago and the laptop was seldom used for printing at home). The fit-PC4 has no problems printing wirelessly on Mint 18. However, that machine is now used for watching movies on a proper TV.

No.
I assume the old machine was running samba and that the program installed on Windows was the HP driver/utilities for the printer.

The pin drops!
the old machine which I am trying to set as a client to send print jobs does not have a wireless card. That is why it can't print wirelessly to the printer plugged to the NUC box?

Can you open a terminal on this box, and run the command /sbin/lspci and copy and paste the results here?
Then we can see just what devices you have.

The old machine (Upstairs2018) is at least 10 yrs old and does not have a wireless card.
When Australia rolled out NBN, everyone must switch over. Telstra installed a socket inside my house and my ISP provided a NBN compliant router. The old machine has to plug its ethernet cable into an adapter plugged into a powerpoint to be connected to the internet. Other machines with wireless capabilities are all connected automatically. The machines (NUC, fit-PC4, laptop) are not on a network as I understand it from the Windows days where files can be shared among different machines.
Am I wrong to assume that because the old machine is connected to the router via an adapter, it can access the printer wirelessly as well? Please excuse my ignorance in this respect for asking such apparently stupid questions.

When I send a printjob from old machine, its 'Held' and does not print although I have selected 'Release'. It says print job completed but nothing came out of the printer.

The printer was added and is showing as 'Idle' in CUPS. This problem is totally out of my depth!!

When the printer USB is plugged into the old machine, HP Device Manager discovered printer,test page and a document printed.
But Device Manager is showing otherwise

When unplugged, although it says job completed, nothing printed because a message said it was unable to open device "hp:usb/<printername>" (note it refers only to hp:usb rather than ipp). Both versions have been defined in CUPS at the moment
Cannot open CUPS to view printer and device information via HP Device Manager because of "device communication error (5012)".
192.168.1.103 can't talk to 192.168.1.108??
When I send a job to hp:usb defined printer (CUPS is showing 2 versions, one ipp and the other usb) it says 'job completed' but nothing printed.
So I have to accept that the old machine can only print when the printer is plugged into its USB and can only be defined as 'hp:usb' rather than 'ipp/192.168.1.103/printers/' etc?
I'm totally confused now

If you're printing on usb, you plug in a usb plug, set up in cups, and there's no ip. That pc can print. Any networking is the business of the pc with the printer attached. 192.168.1.103 should be able to talk to 192.168.1.108, but not any or every port might be open, so any protocol might fail.

I understand this. That has been the setup before i plugged printer to NUC instead. Previous setup allowed my laptop and fit-PC4 to print without having to go through any of this. Although what I can't work out is that reverting back to previous arrangement, the NUC wasn't able to print.

Which ports should be open? and how can 192.168.1.103 talk to 192.168.1.108 if it does not have wireless capabilities and is not networked (as in file sharing)? I really don't understand this.

With the typical home wireless router all wireless devices connect to the router. Communication from a wired to a wireless device has to go through the router. Only wired devices will communicate directly with each other. In general any computer on the same LAN whether wired or wireless can be networked together as in file sharing.
Since the printer is connected using USB opening ports 427 or 5353 will not help. Did you open port 631?
