How to turn off CPU?

Does anyone know how to turn off CPU on a Fedora machine? I am looking for something like 'psradm' you have in Solaris.

Thanks, Oren

AFAIK there's no OTF turning off of CPU's and the only bootloader options I'm aware of are nosmp and noht.
