you will need to tell us what phone is at the phone end.
basically if this is a usb connection, then what you need is for the phone ot be identified like this in dmesg:

if the phone is recognised as an USB ACM device (Access Control Module) then all you need is to dial from it, using wvidal, or kppp.
it will also be usful to look at the output of the command:
