In CMOS setup on the typical PC, there is an option in BIOS that you can set so that, on boot, the BIOS ignores the absence of the keyboard and proceeds to boot the system anyways.

CMOS setup is what you can access before the computer even boots up the operating system. Typically, you get to it by typing <delete>, <f2> on some such just after you turn the computer on. Once you are in CMOS setup, you should see something like "Standard CMOS setup," "Advanced CMOS setup," etc. Just work your way through all of the menus and look for something like "Halt on all errors." when you find that, you want to change that to "Halt on all but keyboard."
