how linux auto detect thumbdrive

how to make my fc3 auto detect my thumbdrive at the moment I put it in usb slot?

but actually what i really want to know , is what happen (on detail) at the time i insert my thumbdrive .
how the kernel detect the device? is the kernel keep checking any new device per second?
