Some of them have a burned chip that allows you to boot to a recovery environment. That environment is only enough to find a file on a usb flash and re-burn the bios.

When I said companies watched costs, I mean they watch fraction of cents. A one cent change would be a huge change. You just don't know what this product cycle is like.
