hotplug of ide removable drive

Hi,
I have Debian installed on hda, and a cdrw on hdc.
What I'd like to do is be able to hot plug a removable drive as hdd.
This drive is in a carrier with a drive power switch.
Attempts to do this so far have simply locked the secondary ide port,
but the system still operates.
I've been unable to find any information on this so far.

Anybody got any ideas / advice?
