I am assuming that it does work from the live CD.
Is that correct?
If so my guess ( and it's only a guess ) is that when you choose to install it to hard disc you may be setting some option wrongly.
Hope that helps.

PCI controller?

Have you an PCI harddisk controller? Might be the cause. Boot from CD, try to find your hard disk and post content of /etc/fstab here.

Well, let's ask the question the other way: to what is your hard disk connected? Is it a SATA or a IDE harddisk? If you don't know open the case.

Post the content of /etc/fstab (a text file) of your Ubuntu install (the one on your harddisk, not the one from the live CD) here in the forum.

Can you run ubuntu from the live disc?
If you can then start a console ( a command prompt )
and type the following :

mount

then post what it says to this forum .
