i just recently installed a hp DVD writer dvd200i in my computer and it wont read or write DVDs, yet it reads and writes cds perfectly
I actually think its a driver issue
my computer is ide and 4 yrs old if that helps any

Have you got the master/slave/cable select jumpers set properly? Some PATA devices want master/slave while others need cable select.
Can you put it on its own cable rather than sharing a cable with another PATA device?
I am not familiar with Linux Mint hardware support so I cannot comment on the idea that the driver is at fault. However looking at the HP support pages for this device I get the feeling that it is more temperamental than other devices.
I tried giving it its own cable and changed around the master/slave configurations
the burner i used gave me an error log, i went through it and took out what might be helpful

maybe then you need to get DVD-R disks and try again
there is a difference between DVD-R and DVD+R
some burners are DVD-R only, some are DVD+R only some are DVD±R
