According to the CUPS docs, the default configuration is to share all printers. You could look for any comments inside the config file /etc/cups/cupsd.conf which might indicate any changes for this distro. Also the distro may have some GUI tool for printer configuration which allows you to check or alter permissions.
What have you tried on SuSE? So nothing shows up in printer configuration in KDE Control Centre? Have you tried to access the CUPS admin page
http://localhost:631/admin/ on the SuSE box? I guess SuSE is running CUPS?
