Heavy incoming traffic web servers advice

Need your advice,

I have to build web servers Linux cluster with heavy incoming traffic. People will send us big data files ~300Mb-1Gb

Could you please recommend me what computers to buy and how to organize them? What software to use?

Our budget is limited to 20K-25K USD.

How many and how big storage servers, how many web servers? What configuration servers should have.

For example:
Storage server: Big HDD, Low CPU, Low Ram
Web servers: Medium CPU, medium RAM, small HDD
DB server: Lots high speed CPUs, lost RAM, small HDD

Recommend companies where to buy (inside USA)?

Any information would be appreciated.

Thanks in advance

2 3ware hardware RAID controller with RAID-6 and ECC cache
16 Western Digital 'Raptor' 150 GB SATA HD
2 small capacity HD
2 Quad core processor
2 GB of RAM
Redundant ATX power supply
inline UPS

Turn off NCQ and cache on all 16 hard drives. Use 8 hard drives for each controller. The controller is setup in RAID-6. Then use Linux software RAID and combine the two RAID-6 arrays in RAID-1. This will create RAID-16 and provide you multiple reads and writes at the same time. Also setup another RAID of the smaller hard drives in RAID-1. Install Linux on the smaller RAID array.

Sun Microsystems UltraSPARC based servers are the best from what I read on the internet. They do not have the same flaws as 80x86 processors.
