hdparm doesn't load hdparm.conf

Well I want to set my apm management to 255 so I opened the hdparm.conf and uncommented the -B option. Unfortunately I do not think it takes any effect even after reboot and so I have to do hdparm -B 255 manually. Furthermore when my laptop boots it says:
loading drive parameters (none).
I don't even know whether hdparm is started at boot. I just installed it and I assumed it needs no further configuration to start.

I do not use it, but I think you are going to get good results by running hdparm in a terminal to see what you want.....and then adding a script (with root powers) to your /etc/rc.local.....and check your pathway is included eg if its /usr/bin/hdparm

/usr/bin/hdparm blah blah blah is added to script
