I'll try to explain that bit: Possible Causes:
1. Cheap capacitors leak very noisily from cold. It's often audible as a clicking which fades away. This is the most likely.
2. Slow overdamped rise to 5V, so you're running at 3.5V+ but not error free.
3. Underdamped rise to 5V with overshoot, and maybe even a fractional undershoot. If you get over 5.5V, it's bad, but 5.2V can cause trouble.
4. Fast Recovery Diodes don't actually go off instantly - they leak first, and then shut off very sharply.

Any penny-pincher building a power supply makes compromises where he shouldn't because he has to save money. If you pay peanuts……
