I can't since it defaults to the AGP card BUT I did reset it with the TNT2 inside and swap it back to Auto and I dont think it work. Nevertheless, I will try it again.
EDIT:I think I originally did not uninstall all the drivers for the TNT2. I want it to be disabled completely (as if it were not even there). I disabled the modules nouveau and vesafb,removed the xserver-xorg-video-nouveau-lts-quantal package (running 12.04), and set the kernel to nomodeset but it still won't work but I think that the Riva TNT2 still displayed output after all of that.

Thats cuz ATI doesnt want to admit that its their problem. It sometimes FRYS the AGP slot killing your motherboard permanently.
This is why I do not recommend ATI for AGP Dells unless its specific vendors
and specific cards. MOST of them Don't work. Like the 96xx,97xx,98xx AIW series.
Regular 9800 Pro works in some but not all.
9600XT is DOA not working at all like the X1XXX series.
Never had any problems with Geforce 5200/5500/6200/6600/6800/7800 series
in ANY dell."

LOL, ATI/AMD (and even some nVidia) cards can have problems with dells. Thats not the fault of ATI/AMD or nVidia, its dells fault.
No post on an X1600 sounds like
A) you haven't the extra power lead plugged in, or
B) the power supply is not up to it.
POST will fail if the current pulled is high; the 'power good' line will not toggle and you won't power on. It's actually the card causing your psu to fail POST.
