About 6 months after I did buy GeForce GT 1030 it worked fine at 3840 x 2160 screen resolution with HDMI cable both with MX Linux 19.4 and Windows 10.
Suddenly it stopped work - black screen. When I put another video card radeon computer works at 1920 x 1080 pixels.
I did send GeForce GT 1030 to guarantee service, they tested it and informed me, that GeForce GT 1030 works fine and did send it back to me.

I tested GeForce GT 1030 many times as a regular user :
1. With MX-Linux 19.4 via HDMI port GeForce GT 1030 works fine at 1920 x 1080 px;
2. With Windows 10 via HDMI port GeForce GT 1030 shows black screen;

3. With MX-Linux 19.4 via DVI port + adapter to HDMI cable GeForce GT 1030 shows black screen;
4. With Windows 10 via DVI port + adapter to HDMI cable GeForce GT 1030 works fine at 3840 x 2160 px;

=======================================================================
I would like to use GeForce GT 1030 at 3840 x 2160 px as it was during firs 6 months I used it. It is impossible for now with MX-Linux 19.4;

Any help will be very welcome!

I can't imagine this being anything other than a hardware issue. If you trust the company that tested your graphics card and said it was working properly, your cabling is the first thing I would check if you have a good spare hdmi cable to swap out. You may want to post the make and model of your power supply; if the psu is marginal that can give some erratic results.
Could be a wonky hdmi port on the card coupled with a DVI to hdmi adapter that doesn't like linux.

I will try with a new HDMI cable ....
Code:
Switching power supply
POWER BOX
ATX 550 W
AC input 200-240~ 2A 60/50 Hz
Made in China
The power supply is very new one, may be the strange behavior of Video card is after I mounted it in the computer case.

Hmmmm? If the strange behavior began immediately after changing a piece of hardware (the PSU) then I would look at that as a possible source of problems. Maybe put back in the old one, or try a different one some how to see if the symptoms change.
The cable would be the next possible failure point, and swapping cables may fix it.

You say that with windows using the DVI port and adapter you get the resolution you want, but with MX linux it gives black screen. That sounds like a problem with the graphics driver in linux. I am assuming that you are using the nvidia driver for the GT 1030 card with this analysis.

Ummmmmmm! Are you using the nvidia driver? If so, is it up to date with the latest version and does it match the kernel being used. The module must be compiled for the kernel in use or it won't work properly. With Fedora and my GTX 1050 card I have the nvidia driver recompiled every time there is a kernel update as well as every time there is a driver update so things stay in sync.

I did put back in the old one PSU, I was surprised after change resolution to 3840x2160 the symptoms continue as a black screen - nothing see.
I will change HDMI cables between my 2 computers when I stop them both. For now I am using the second computer about to write here.

I don't know am I using the nvidia driver for the GT 1030 card or not.
I don't know which kernel I am using ...

May be if I change the video card with the one from the second computer it will clear settings and will show 1920x1080, and after putting back GT 1030 it will show desktop icons of MX-Linux.

Thank you that suggested me to use more quality HDMI cable.
I removed my old cable and am using a new HDMI cable with high-definition multimedia interface supported up to 4K resolution.
I am watching 3840 x 2160 pixels resolution at MX-Linux 19.4 now.
