GeForce 650 - HDMI works, DVI doesn't


So here's the issue..

I moved from my home in California to Ghana, W.A. and after the flight, even though my hardware is tested and working, the monitor (DVI) will not display on POST.

However..

I have successfully used my computer, all the same internal hardware, with an HDMI tv both in the USA and for a time, here. I do not, however, have access to an HDMI display anymore. My monitor is VGA/DVI only, and I only have a DVI cable. The monitor has been tested in "town" on another system and it does work.

Motherboard: Asus M3A78-CM
Graphics card: Nvidia GeForce 650

I have:
  • Removed graphics card, rebooted, reseated. No change.
  • RAM was tested. One faulty, removed.
  • Reset CMOS according to mobo manual instructions, hoping it would reset graphics display back, no dice.
  • Plugged in and restarted using all 3 DVI plugs, two on the PCIE card and the onboard.

Monitor continues to report no signal. I'm stumped.

Does anyone have an idea of what I can do next to get this running?

this would suggest that it's not gpu related (if neither the onboard chip nor the nvidia gpu don't work).
if the monitor works on other systems, maybe the cable doesn't?
have you also checked bios settings?
these problems, do they also occur before loading the operating system (e.g. in bios)? so they're not linux related?
