Geforce 4 Ti 4600 Pixel Shader

My card (above) only supports pixel shader 1.3, does that mean I can only run games that support 1.3 and lower? I am trying to run a game that needs pixel shader 2.0 (serious sam 2) is there a patch to opengl to get it to run anyway? Or do I just need to upgrade my card?
