Fan Blows Air Onto Video Card?

I gots pci expansion fan yesterday, thinking it would suck air from the card out of the computer. instead, it blows onto the card sucking in "fresh" air from outside. Is this effective?

As long as the air can flow smoothly past it probably doesn't matter too much which direction it's going

Does the video card have a fan ? If so which way is it pointing ? If not, then it doesn't matter like kbp says.
