External Modem WVDIAL RedHat 7.3

Im hoping someone can help me with my external modem problem.
I'm running:
WVDIAL
Kernel 2.4.18-3
RedHat 7.3
Paradise Wavecom 56K Modem Pro

I can hear the modem dialing but there is no connection. I've checked the phone line with my seperate laptop and the line and cord/cable work fine. I know the OS and Modem are communicating because I can see the lights blink when I hit Ctrl+C to stop the wvdial and I can hear the dialing (when using x3 at the end of the init string) connection attempt. I've also attempted to add the country code but still with no result.

Here is all the information I think is necessary.

###MY WVDIAL.CONF FILE###
[Dialer Defaults]
Modem = /dev/ttyS1
Baud = 115200
Init1 = ATZX3
Init2 = ATQ0 V1 E1 S0=0 &C1 &D2 S11=55 +FCLASS=0
Init3 = ATH1X3

get your phone and dial the phone number in your /etc/wvdial.conf file. If that line is ok, you should hear the reply tone from your ISP's modem pool. If not, well - you have problem with your ISP's pilot line.

Also, if you are not in a direct line (i.e. local PABX), you might need to dial an extra digit (mostly - number 9) for the phone number:

Phone = 9,449-2220
Might be another problem i'm not aware of.
