Emulate wheel-scrolling with logitech trackball

Hi guys,
I have just received a logitech trackball (T-BC21) and it all works fine out of the box except the wheel-scrolling emulation (the trackball doesn't have a wheel).
I had a good look around and came across a few sites. ON this it tells you what to do
To enable vertical scrolling while holding down the small, left mouse button (button #2 in the image), change /etc/hal/fdi/policy/mouse-wheel.fdi to:
but alas I don't have any hal folder in my file system. So I did a bit more research and found this one which essentially tells me to create a new file
Create a new file called /etc/hal/fdi/policy/mouse-wheel.fdi typing:
The issue I have is as I said the fact that there is no hal folder, so after having created the file and pasted the content in it, is it safe for me to create the various folders that will ultimately contain the file hal/fdi/policy/?

Hi jazzo,

as etc only contains config files it is rather safe to create new directories and files within it.
