Dummy inputs for HDMI (or VGA?)


I know there are dummy 'monitors' for HDMI/VGA outputs, to make a graphics card think it has a monitor connected, but are there dummy inputs that will make a monitor think it is receiving a signal? I tried some searches and just found loads of the 'dummy load' devices, so I figured I would ask here if anyone has come across such a thing.

The correct term would be VGA monitor tester or signal generator.
