Dude, where's my new hard drive?

I've added a second small drive to a SUSE 9.1 installation. Mounted it as /local and formatted FAT32. One big primary partition. I want to use it to back up some stuff from a Windows machine. Question: How do I gain access to this particular drive? I want to make it sharable across my home network and move some Windows stuff onto it. It's prolly real simple to do, but I don't know how. When I tried to set permissions in Konqueror, it said, "Changing the attributes of files is not supported with protocol devices," whatever that means. So...what am I doing wrong? Thanks.

well first off.........by default "users" cannot access vfat partitons to change anything.....only root can........you have to edit the /etc/fstab to enable "users" to do anything........
2nd........any partitions should be mounted "logical" not primary......this may also present a problem............

Okay, I created an "extended" partition and mounted it as /local. I'm logged in as root. It still won't let me change permissions. What should I do next? Thanks.
