Unhappy Dell E171FP on MDK 9.1

n00b here

I installed Mandrake 9.1 on my system (dual boot). My video card is a GeForce2 GTS with 64MB Ram (generic..some random Korean company made it..not PNY etc..). I'm using a Dell E171FP 17" LCD Flat panel on a VGA connection (no DVI)
I've been noticing that every once in a while my screen goes black (like on standby) then returns to normal, and also i see static...the best way to explain it is like the CRT's electron gun that you see on TV since the camera picks it up but we cant blah blah..except it's not that obvious..it's more of like a bunch of lines move down the screen really fast.

Anyway I tried installing nVidia drivers and this seems to help, but I'm wondering if this has anything to do with the refresh rates?
