Dell 4700 USB Modem on RH 9.0

Loaded RH 9.0 on a Dell Dimension 4700, and am having a bit of an issue with the USB ports. I hook up a USB Multitech (MultimodemUSB) and it gets recognized at first. If I reseat the cable at the modem, it receives power, but the system does not see it. If I reseat the connection in the server, I have to plug into 2 or three ports before it will redetect. For example, I can plug into port A, it will work... if I reseat, I have to reseat in A, then plug into B for it to work. Or Put in B, then back in A for it to work.

Any ideas?
