Any chance that you use the integrated GPU?

Integrated GPUs are inside the CPU for years. Your CPU has a GPU inside. If you have a dedicated video card, make sure you disabled the onboard one from BIOS/UEFI to prevent it from using RAM.

Here it is, the manufacturer use base 10 (10, 100, 1000) to count, 1000 is 1Gb, so 8 X 1000 = 8000 or 8Gb and the Operating System use base 8 (2, 4, 8, 16...) 1024 is 1Gb, 8 X 1024 = 8192 or 8Gb.
So the manufacturer (base 10) 8000 divided the OS (base 8) 1024 = 7.8Gb also a little bit of the memory is use by the BIOS and isn't seen.

Hope this clarify thing.

GiB / Gib

1024 / 1000

marketing uses 1000 for one thousand
computers are binary they use 1024 as one thousand

this was not much of a issue back in 1990 , a 4 gig drive was HUGE

now a 4 Terabit is just "good sized "
and the 1000 VS. 1024 issue IS A BIG ISSUE!!!
