I would guess that you have another rpm application running and it is locked. Close all rpm operations and try again. If that doesn't work, close it, remove the lock file, then install.

Have you tried installing it with the Red Hat package manager? There may be some dependencies with it as well.

redhat-config-packages

There are also some easier software management tools available.
apt4rpm - Red Carpet

With apt4rpm, you would install it with these commands:

apt-get update
apt-get install sndconfig

Did you close all rpm programs running and delete the lock file?

Try as root

killall rpm

cd /to-where/the-lock-file/is-located
ls
rm <the-lockfile-for-rpm>

Apparently you have a stale lockfile, but I don't know where rpm stores it. I don't think it is in /var/lock as I think it should be. Have you looked there for it?

i do a killall rpms in the /var/lock dir still : rpm: no process killed

No, you killed an rpm process and left a stale lock file or have a running rpm job. Have you tried re-booting?

its seems like it dont want to install any rpm . and my apt-get update wont work as well .
