CPU governor fails to set frequency on Atom 230


CPU frequency stepping seems to be unavailable. Boot messages says that governor failed. dmesg Doesn't say anything funny, except that there is a "PSE erratum" and I need to upgrade my BIOS. I hope this is unrelated, because there seems to be only a very laborious way to update the microcode, but I am not sure that will solve the problem.
I couldn't find what PSE is, so I'm not sure it is related.
Is there anything I can check before I try the PSE fix? I'm on Debian Squeeze. I'd like to avoid kernel compilation.

According to this, https://bugs.launchpad.net/ubuntu/+s...ts/+bug/736142, you need the p4_clockmod kernel module.
