CPU frequency problem

Dear Buddy:
I am confused about the cpu frequency of my thinkpad T21. The cpu is 750 MHz and my OS is Ubuntu Breezy Badger and windows xp dual boot. These days I feel the system is slow, both in Ubuntu and windows. Then I checked /proc/cpuinfo. The frequency shown was 163.479 mHz.

the following is the output:

processor : 0
vendor_id : GenuineIntel
cpu family : 6
model : 8
model name : Pentium III (Coppermine)
stepping : 3
cpu MHz : 163.479
cache size : 256 KB
fdiv_bug : no
hlt_bug : no
f00f_bug : no
coma_bug : no
fpu : yes
fpu_exception : yes
cpuid level : 2
wp : yes
flags : fpu vme de pse tsc msr pae mce cx8 sep mtrr pge mca cmov pat pse36 mmx fxsr sse
bogomips : 302.28

But the cpu frequency monitor shows the speed is 600MHz at the 80% of the whole cpu capacity.

I reboot to windows, in the computer system property -> general tab, it shows the frequency is 192 MHz.

wah, now I am wondering whether it is a hardware problem or software problem.

I am very appreciated if anyone can give me some suggestions, !

What is the status of your power supply? If the system isn't hooked up to an AC power source, it can automatically reduce the speed in order to extend battery life. ALso, check the bios settings for power saving modes.
