Controlling CD read speed

Is there any way to alter a CD drive's read speed? I need to slow the speed down for a command like dd for a project I am doing.

Why do you need to slow it down? I'm not sure if most drives have a software-defined mechanism for read speed -- it's probably highly firmware dependent.

take a look at the -x option of the eject command. not the first place you might look, but I've had some success with this in the past...

You may also use these:
hdparm -E <speed> [drive]
mount -o speed=<speed> ...

I am doing a science fair project testing the correlation between CD revolution speed and data read speed.

well i know that nero drivespeed can do it, so maybe you can try installing nero with wine and then trying it.
